The newsfeed.php has been updated to use the new forum. Its an RSS2 and is still at

It's an RSS feed so you can be informed of updates to the site quicker everytime you open up your RSS compatible browser or full blown RSS client. It's handy for world news, and site news for that matter. All it is is a light XML document that's updates quicker than viewing the HTML and more often than you browse the site (if you have a feed going on your web browser, that is).

Kevin explained it, mainly it was used by Plasma on his scene news page although anyone can use it if they have newsreaders (for a lot of blogs and news sites).

Why, it's already enabled. If there's some sort of feed, usually there is the orange feed button in the address bar. Click on it and a feed will be added to you toolbar, just as the current news one works.
In Opera I just click on the feed's XML sheet and it's automatically added.
